Be more specific. To function it where? Are you trying to create one or are you trying to make your Yahoo! Answers' avatar animated? If you're trying to create one: Adobe Flash is a great software to start. If you're trying to have an animated (.gif) avatar: I believe you're require to have an existing twitter account with an animated pic and linked it with Yahoo! Pulse.
