MSN Hotmail account problem is big for my husband?

Please help! MSN has screwed my husband out of his acct. He was trying to log into his account when he was stopped with something to the effect of "due to sending out spam your account has been temporarily suspended". Since when did he ever do that? He sees a message to give a cell phone number to get some sort of code to unblock his account. well, he has a lot of friends in it that he wishes to contact again, but with the 2 of us not having a cell phone, we can't give a cell number we don't have. I tired to use my friend's cell phone, but never did get a text message with the code Also, trying to call someone in the MSN technical support gives us a dead end. We don't have a paid account.
